Abstract:
In order to sensibly compute numerical factors in formulae for evaluating CPU acquisition bids, we must have some idea of the impact of exceeding or falling short of nominal CPU acquisition goals in a given year. The value curve quantifies how much is the availability of a given amount of CPU power at some specified time worth, in terms of value of physics output. A single curve, with scaling rules, is presented.
