Abstract:

This document came about as a result of the many discussions with LBNE and LArSoft about tools that are necessary for building, testing, packaging, and distributing code that is developed both by us (HEP experiments and laboratories) and externally. Its primary purpose is to record the features that our current user community has grown to rely upon.
